*Authorize directors of certain bureaus to execute contracts and grant agreements related to American Rescue Plan Act State and Local Fiscal Recovery Funds investments

The City of Portland ordains: Section 1. The Council finds: On March 12, 2021 President Joseph Biden signed H.R. 1319 American Rescue Plan Act (ARPA) into law, providing $1.9 trillion in spending and programs to mitigate the public health and economic impacts of the pandemic. ARPA State and Local Fiscal Recovery Funds (SLFRF) were allocated to State, Tribal, and local jurisdictions to support public health expenditures, address negative economic impacts caused by the public health emergency, replace lost public sector revenue, provide premium pay for essential workers, and invest in water, sewer and broadband infrastructure. On May 10, 2021, the City of Portland submitted certification documents for the City’s total allocation of $207,895,373 in ARPA SLFRF from US Treasury. The City received its first disbursement of $103,947,687 on May 19, 2021 and its second, equal disbursement on June 9, 2022. City Ordinance 190525, unanimously passed by the Council on July 28, 2021, authorized certain bureau directors to execute contracts and grants agreements directly related to the programs and funding levels listed in Exhibit A of the Ordinance. On June 8, 2022, as part of the FY 2022-23 City Budget, Council voted to allocate the second disbursement of funds to a variety of programs and projects. In order to implement the funded programs and projects quickly and efficiently, appropriate bureau directors should again be authorized to execute contracts and grant agreements related to these Rescue Plan investments. NOW, THEREFORE, the Council directs: The directors of bureaus identified in Exhibit A are authorized to execute contracts and grant agreements directly related to the programs identified in Exhibit A. Section 2. Council declares that an emergency exists due to a critical need to deliver these relief and recovery investments as soon as practicable; therefore, this Ordinance shall be in full force and effect from and after its passage by Council.
