Amend Intergovernmental Agreement with Multnomah County to fund a portion of the salary expense for the County Domestic Violence Coordinator (amend Agreement No. 30004753)

The City of Portland ordains: Section 1. The Council finds: Multnomah County and the City wish to amend the current Agreement to maintain and enhance a coordinated response to domestic violence in Multnomah County; The Multnomah County Department of Human Services employs a Domestic Violence Coordinator that works with the Family Violence Coordinator Council (FVCC); The FVCC has met since 1987 to develop and implement strategies to more effectively intervene in domestic violence and provide information to members and interested community members and agencies. Membership of the FVCC include: Portland Police Bureau Special Victims Unit Multnomah County Sheriff’s Office Multnomah County District Attorney’s Office Department of Adult and Juvenile Community Justice Services Family Court personnel Multnomah County Legal Aid Services Domestic violence victim programs The Domestic Violence Coordinator position is located within the Special Victims Unit with the Portland Police Bureau’s Detectives Division; The City has funded a portion of the Domestic Violence Coordinator position since 2003 when the Block Grant funding for this activity expired; In 2015, this Agreement was established to fund 37% of the Domestic Violence Coordinator position until June 30, 2020, for a total not-to-exceed value of $250,000; In 2017, the Agreement was amended to add 3.0 FTE Advocate positions and increase the Agreement’s not-to-exceed value to $1,161,123; In 2020, The Agreement was amended to add $984,765 to increase the Agreement’s not-to-exceed value to $2,145,888 in order to fund the 3.0 FTE Advocate positions and extend the Agreement’s validity to June 30, 2023; The City and Multnomah County wish to amend the Agreement for the City to increase the amount by $150,000 to continue to fund the Domestic Violence Coordinator position for the term of the Agreement’s validity, with the Agreement’s not-to-exceed value increasing to $2,295,888 in total; and Funding specifically provided for this Agreement is included in the Police Bureau’s ongoing General Fund appropriation. NOW, THEREFORE, the Council directs: That the Chief of Police is authorized to amend the Agreement between the City and Multnomah County as outlined in a form similar to the amendment attached as Exhibit A. The Chief of Police and the Project Manager are authorized to execute amendments to the scope of services or the terms and conditions of this Agreement, provided the changes do not increase the amount of compensation or increase the City’s financial risk.
