Purpose & background

Cornfoot Rd is an important freight route as well as main route to the Portland airport. Several important business corporations are also located in the area such as: Boeing, USPS, FedEx, Horizon, Oregon Army National Guard, etc. The NE Cornfoot Rd: NE 47th to Alderwood Rd project will address deficiencies in pavement, illumination as well as safety in this corridor. This legislation is to allow the NE Cornfoot Rd: NE 47th to Alderwood Rd project to proceed to bidding for a construction contract.

Financial impacts

No change to Portland Bureau of Transportation (PBOT) budget is requested with this ordinance. The project is in the Adopted CIP for FY 2021-22 and Proposed CIP for FY 2022-23. Funding for the project comes from HB 2017 in the amount of $2,000,000; HVUT in the amount of $2,920,000 and Transportation System Development Charges in the amount of $200,000 for a total amount of $5,120,000. Level of project estimate confidence is low to moderate. No changes in staffing levels.

Community impacts

PBOT presented the project to neighborhood associations in the vicinity of the project as well as several communications and meetings with business owners in the area. Business owners are very supportive of the project and are looking forward to the project. We will continue to engage the neighborhood and businesses during the construction phase.

The City of Portland ordains: Section 1. The Council finds: PBOT has received a total of $5,120,000 funds to design and construct the NE Cornfoot Rd: NE 47 th to Alderwood Rd. The project will pave a portion of Cornfoot Rd from AirTrans Way to Alderwood, improve illumination in the corridor and install new guard rail alongside the south side of NE Cornfoot Rd. Project design is at 95% and PBOT will be proceeding with bidding the project for construction. The Bureau of Transportation has funds budgeted in FY 2021/2022 and proposed FY 2022/2023 for construction, inspection and management of the project. The Bureau's level of confidence in the cost estimate for this project is moderate, the project scope is defined and plans and specifications are at 95% complete. NOW, THEREFORE, the Council directs: Upon the Council's acceptance of the Chief Procurement Officer's report recommending the lowest responsible bidder, the Chief Procurement Office is authorized to negotiate and execute a contract, provided the contract has been approved as to form by the City Attorney's office. The Mayor and City Auditor to draw and deliver warrants chargeable to T00811.C42 when demand is presented and approved by the proper authority. Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the Bureau’s ability to perform the activities authorized by the grant ; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
