Authorize Intergovernmental Agreement with Oregon Health Sciences University for Hospital Expansion Project data collection and reporting of apprenticeship and diversity results

The City of Portland ordains: Section 1. The Council finds: The City has a compelling governmental interest in facilitating the full participation of all persons in opportunities generated by the City’s public works contracts, as detailed in the previously adopted 2012 Social Equity Contracting Strategy by the City Council. OHSU has expressed an interest in utilizing the City’s services to collect and report on workforce apprenticeship and diversity results on its Hospital Expansion Project. The proposed IGA would permit the City to provide training, assistance, and services to OHSU. In return, OHSU will provide funding to the City for a maximum sum of $79,232. This IGA will expire December 31, 2026. The City has the expertise to provide the service support to OHSU and providing external services to OHSU will not detriment or diminish the capacity, quality or quantity of the work and services that the City does for itself in this area. NOW, THEREFORE, the Council directs: The Chief Procurement Officer (CPO) is authorized to execute an Intergovernmental Agreement with OHSU to assist OHSU in data collection and reporting in a form substantially in accordance with the IGA attached hereto as Exhibit A. The CPO is authorized to execute future amendments to the IGA for further extension of term and modifying scope of obligations, and upon approval as to form by the City Attorney; however, increases to fiscal or legal risks to the City shall be reviewed and approved by the Council.
