*Amend contract with Regional Transportation Options Grant Subrecipients to update the scope of work and increase subrecipient awards for the SmartTrips Connected Communities Transportation Demand Management program (amend Contract Nos. 32002277, 32002278, and 32002279)

The City of Portland ordains: Section 1. The Council finds: On July 20, 2020, by Ordinance No. 190055, City Council authorized a Subrecipient Grant Agreement to three partner organizations: Oregon Walks in the amount of $33,000, Community Cycling Center in the amount of $30,000, and OPAL in the amount of $24,000, FY 2019/20, FY20/21 and FY21/22 for the SmartTrips, Connected Communities Transportation Demand Management program. On October 27, 2021, Metro, the grant administrator formally notified project managers that the three-year grant will be extended for an additional fourth year due to the pandemic. The additional year allows for continued work on existing transportation demand management projects and/or changes to programming in response to the pandemic and includes additional funding. Contract No. 30007060, an Intergovernmental Agreement with Metro to provide more travel options, increase use of active transportation options and decrease vehicle miles traveled through Regional Travel Options programming, has been updated to receive an additional $308,996 for a fourth year of programming. The grant order number is TR02940001. The grant number is TR000294. NOW, THEREFORE, the Council directs: The Commissioner-in-Charge is hereby authorized to update the scope (Exhibit A, B, C) and increase subrecipient awards in the amount of $15,000 for Community Cycling Center, $10,000 for OPAL, and $18,000 for Oregon Walks. The Commissioner-in-Charge is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the City’s financial risk. The OMF Grants Office is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Commissioner-in-Charge’s behalf. Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
