The purpose of this legislation is to accept and appropriate a $15,713 grant from the State Historic Preservation Office to support the documentation of unrepresented historic resources within Portland’s Certified Local Government Program. The City of Portland has been recognized as a Certified Local Government by the National Park Service since 1997. The City’s Certified Local Government status reflects the ongoing historic preservation compliance, outreach, and land use functions conducted by the Bureau of Planning and Sustainability (BPS), Bureau of Development Services (BDS), and Historic Landmarks Commission. Certified Local Governments are eligible to receive grant funding from the State Historic Preservation Office every two years. Such funding was received in 2020, 2018, and 2016. This ordinance will allow BPS to accept a grant from the State Historic Preservation Office to support the documentation and protection of underrepresented historic resources. The grant will support professional contract services.

Financial impacts

The City of Portland ordains: Section 1. The Council finds: The Oregon State Historic Preservation Office has notified the City of Portland that it has been awarded a Certified Local Government Grant in the amount of $15,713. This grant will support continued work of the Historic Resources Program in identifying and designating underrepresented historic sites. A local match in the amount of $15,000 will be provided by the General Fund Historic Resources Program. The match will be in the form of salary, benefits, and payroll taxes. NOW, THEREFORE, the Council directs: The Director of the Bureau of Planning and Sustainability (Director) is hereby authorized to accept on behalf of the City of Portland a grant from the State Historic Preservation Office in the amount of $15,713 for underrepresented historic site documentation and protection and to execute a Grant Agreement substantially similar to Exhibit A. The FY 2021-22 budget is hereby amended as follows: GRANT FUND Fund – 217 Business Area – PN Bureau Program Expenses – $15,713 BPS and the Office of Management & Finance Grants Division are authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required grant documents on the Director’s behalf. The BPS Director is authorized to execute amendments to the Agreement, provided such modifications do not increase the City’s financial obligation or risk. Any modifications that increase the City’s financial obligation or risk must be authorized by the City Council. Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
