Extend contract with Cascadia Behavioral Healthcare, Inc. to December 31, 2022 and increase the not to exceed amount to $3,790,115 for mental health clinician services (amend Contract No. 30003831)

The City of Portland ordains: Section 1. The Council finds: Cascadia Behavioral Healthcare, Inc. currently provides five Qualified Mental Health Professionals to partner with uniformed police officers in patrol cars to provide mental health assessment, evaluation, and follow-up. The clinician and officer teams, known as co-responder teams, comprise the Behavioral Health Response Team (BHRTs) portion of the Behavioral Health Unit (BHU); The co-responder teams coordinate the response of law enforcement and the wider behavioral health system to aid persons referred to the Behavioral Health Unit (BHU), who are experiencing behavioral health crises. Primarily, the teams work closely with, and provide linkage to, social service resources; The City and Cascadia Behavioral Healthcare agreed to increase the available Qualified Mental Health Professionals under this contract from three to five beginning Fiscal Year 2018-19 and Fiscal Year 2021-22 after a reduction in Fiscal Year 2020-21; ongoing funding was placed back into the Police Bureau budget to support this expense in Fiscal Year 2021-22; The current contract expires on June 30, 2022 and has a not to exceed amount of $3,223,577; The City and Cascadia Behavioral Healthcare wish to extend their current agreement for six months beginning July 1, 2022; this is the eighth amendment to the agreement since its inception in 2014; Sufficient funding resides in on-going Police Bureau General Fund appropriation; the increase of dollars on this contract does not obligate the City to spend funds nor does it appropriate additional funding; and It is beneficial to the City and community that this agreement may be authorized as quickly as possible to avoid a lapse in the program. NOW, THEREFORE, the Council directs: That the Chief Procurement Officer is authorized to amend an agreement between the City and Cascadia Behavioral Healthcare, Inc. The Chief of Police and the Project Manager are authorized to execute amendments to the scope of services or the terms and conditions of the Agreement, provided the changes do not increase the amount of compensation or increase the City's financial risk.
