Authorize Chief Procurement Officer to amend contract with AutoReturn Technologes, Inc. for Automated Tow Dispatch Software Services to extend term and increase the not to exceed amount by $2,500,000 (amend Contract No. 30007974)

The City of Portland ordains: Section 1. The Council finds: In 2019, the Bureau of Transportation implemented a more modern and efficient approach to dispatching tow services, a rideshare-like automated dispatch software service known as Auto Return; Through intergovernmental agreements with the City, local partner agencies, including Multnomah County Sheriff’s Office, Oregon Department of Transportation, Port of Portland, Tri-Met, and Portland Streetcar, utilize Auto Return to request contract tow services and to remove hazardous vehicles from the right-of-way; Tow Dispatch services are necessary to serve our communities and to promote a safe public right-of-way effectively. NOW, THEREFORE, the Council directs: The Chief Procurement Officer is authorized to execute an amendment to Contract No. 30006554 with AutoReturn Technologies, Inc. to increase the contract not-to-exceed amount by $2.5 million for a total not-to-exceed amount of $3,470,000; The Mayor and City Auditor are authorized to draw and deliver warrants chargeable to 8TR00000023 when demand is presented and approved by the proper authority.
