*Authorize price agreements to procure low voltage electrical installation services to implement an integrated security infrastructure across City facilities in an estimated amount of $3,500,000 (supersedes Ordinance No. 190527)

The City of Portland ordains: Section 1. The Council finds: The OMF Chief Administrator’s Office seeks Council’s authorization for Procurement Services to establish multiple price agreements for low voltage electrical services with Genetec-licensed installers to update and integrate security infrastructure at City facilities. The existing security infrastructure, which is used to manage access control and video surveillance in City-owned buildings, has limited support, is unable to be updated, and is at significant risk of breach or failure due to outdated hardware, software and operating systems. The City seeks to establish an integrated, modern security program that’s aligned with current best practices, City policies, and standards, in order to: enhance the safety and security of all City of Portland staff and visitors, drastically reduce the opportunity for system failure, tightly integrate video surveillance and access control systems and support, position the City for future enhancement of security functions, and homogenize City security standards and processes while ensuring each bureau maintains its own daily administrative control. An enterprise license for Genetec security software was purchased by OMF for The Portland Building remodel, with the intent to use this system to replace the separate access control (INET/7) and video functions in all City buildings. The estimated cost of procuring low voltage electrical services to update security infrastructure in City facilities is $3,500,000. Contracts in place with multiple installers will allow for implementation at multiple sites concurrently. Costs for the contracts will be incurred by the bureaus that own the facilities in which the systems are installed. NOW, THEREFORE, the Council directs: The Chief Procurement Officer is authorized to negotiate and execute price agreements for low voltage electrical installation services based on cooperative purchasing authority for a total value not to exceed $1 million per year, per price agreement, provided the price agreements have been approved as to form by the City Attorney’s Office. This ordinance supersedes ordinance 190527. The Mayor and City Auditor are hereby authorized to execute payments to the successful offerors when demand is presented and approved by the proper authorities. Section 2. The Council declares that an emergency exists to prevent delays in procuring low voltage electrical installation services for the purposes of implementing an integrated security infrastructure across City facilities; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
