Declare one pickup truck surplus property and authorize Chief Administrative Officer to donate the surplus vehicle to Trash for Peace Ground Score Leading Inclusively Together Through Environmental Recovery program

The City of Portland ordains: Section 1. The Council finds: The Bureau of Environmental Services (BES) has a surplus 2012 GMC Canyon AWD pickup truck, with a fair market value of $10,350.00 as determined through J. Stout Auctions valuation. This vehicle is no longer required for BES use. BES has offered the vehicle to other City bureaus for their interest and use. The Office of Management and Finance (OMF) through its Impact Reduction Program (IRP) expressed interest and acquired the vehicle. OMF has paid BES the fair market value, through an inter-bureau cash transfer to ensure that the ratepayer funds were made whole. IRP addresses livability and cleanliness issues and collaborates with local agencies and organizations that assist in trash removal on City streets. Trash for Peace is an Oregon nonprofit corporation and 501(c)(3) tax exempt entity with a mission to collaboratively create a more equitable, inclusive, and effective recycle and waste prevention system in our region. Its GroundScore G.L.I.T.T.E.R program is a low-barrier jobs/trash removal program which deploys crews to address litter collection and tent-side waste collection for houseless camps. The Chief Administrative Officer, as the mayor’s designee, has determined that the vehicle is useable surplus property. City Code Section 5.36.010.D.5 authorizes disposition of surplus personal property through donation but requires council approval for donation of surplus personal property over $5,000. IRP has identified that Trash for Peace’s G.L.I.T.T.E.R program would benefit from a City donation of a city surplus vehicle to support the nonprofit’s transport of garbage and debris to Metro’s transfer station. This donation would support IRP’s community livability improvement goals. NOW, THEREFORE, the Council directs: The 2012 GMC Canyon AWD pickup truck acquired by the Office of Management and Finance’s Impact Reduction Program is declared surplus personal property and approved for disposition by donation. The Chief Administrative Officer (CAO) or designee, of the Office of Management and Finance, is authorized to take all necessary steps to dispose the surplus vehicle by donation to Trash for Peace for use in the GroundScore G.L.I.T.T.E.R. program. The CAO or designee is authorized to execute on behalf of the City any and all documents to undertake the donation, upon review and approval as to form by the City Attorney’s Office. The donation recipient entity shall be required to provide the City with hold harmless agreement in accordance with the requirements of City Code Chapter 5.36.
