*Amend Intergovernmental Agreement with Metro to extend term and increase amount for the Regional Travel Options Safe Routes to School grant in Parkrose School District (amend Contract No. 30007062)

The City of Portland ordains: Section 1. The Council finds: In 2019, Portland City Council accepted a 3-year Regional Travel Options(RTO) grant from Metro to fund the Portland Bureau of Transportation’s Parkrose School District Safe Routes to School program in the amount of $89,156 (Ordinance No. 189671). The grant funds a pilot program in Parkrose School District to promote alternate modes of transportation and reduce vehicle miles traveled. In 2021, due to the pandemic, Metro extended RTO grant end dates and increased amounts awarded for all recipients. This amendment is a change order to the original scope of work as follows: a. The grant was extended until June 30, 2023. b. The grant was increased by the amount of $29,421, making the total grant $118,577. c. PBOT’s total match for the grant is $12,177. The grant order number is TR02930001. The grant number is TR000293. NOW, THEREFORE, the Council directs: The Commissioner-in-Charge is hereby authorized to amend on behalf of the City of Portland an Intergovernmental Agreement from Metro for the Parkrose School District Safe Routes to School program in a form similar to the contract attached as Exhibit A. The Commissioner-in-Charge is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the City’s financial risk. Increases to the grant amount must be approved by the City Council. The OMF Grants Office is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Commissioner-in-Charge’s behalf. Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grants; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
