The City of Portland ordains: Section 1. The Council finds: Parking management in the City of Portland is critical to economic vitality and livability. The City of Portland Bureau of Transportation actively manages parking through regulations and best practices to encourage vehicle turnover. The Northwest Parking Management District Plan was adopted in 2009 by Resolution 36744. Council passed Ordinance 185805 that adopted the Northwest Parking Meter District in 2012. Definitions that govern the NW Parking District are set forth in Code Section 16.35.110 Upper Northwest Parking. Code Subsection 16.35.110 A defines long-term meters as any meter with a designated time limit of 1 hour or more and Code Subsection 16.35.110 F. defines short-term meters as any meter with a designated time limit of less than 1 hour. Ordinance 178267 created the Restricted Event District to discourage Providence Parking event goers from parking in Northwest Portland. All meters within the Restricted Event District convert to 2-hour meters 3 hours before kick-off and 3 hours after kick-off on game days. To better manage the parking in the Northwest Parking District and within the Restricted Event Parking District, it is necessary to change the definition of meters 2 hours or shorter to eliminate the ability of event goers to extend time. NOW, THEREFORE, the Council directs: Portland City Code Section 16.35.110 shall be amended as shown in Exhibit A.
