The City of Portland ordains: Section 1. The Council finds: Portland City Code Title 21 is a set of codes that guide our work at the Portland Water Bureau. These codes inform the rules and laws that direct our operations and define the roles and responsibilities of staff who deliver water to nearly a million people in the Portland area. The Portland Water Bureau has conducted an internal review process of its billing practices and code to ensure they were aligned with each other. During this review process, the Portland Water Bureau amended Code Section 21.16.030 to modernize the language and be consistent with current Portland Water Bureau practices. It is important the City Water Code be updated as applicable regulations need to be edited for a clearer understanding. Code changes can be found in Exhibit A, with specific reasoning provided in the impact statement of this ordinance. NOW, THEREFORE, the Council directs: Amend Code Section 21.16.030 as shown in Exhibit A.
