The City of Portland ordains: Section 1. The Council finds: Oregon Department of Transportation (ODOT) Safety grant program provides funding to implement transportation safety education, outreach, encouragement programs and services. The Portland Bureau of Transportation (PBOT) Active Transportation and Safety has existing programs and efforts aimed at educating Portland and East Multnomah County community members on safe driving, walking, and biking, encouraging community members to walk, bike, and take transit, engaging people in alternative transportation modes, and increasing access to information and resources. ODOT requires at least a 25% match of local funds for each grant. Local match in the amount of $6,254.90 will be provided by funds from budgeted staff in the FY2021-2022 and 2022-2023 budgets of Portland Bureau of Transportation. NOW, THEREFORE, The Council directs: The Commissioner-in-Charge is hereby authorized to make application to the Oregon Department of Transportation for a grant in the amount of $25,000. The Commissioner-in-Charge is authorized to provide such information and assurances as are required for the grant period. The OMF Grants Office is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Commissioner-in-Charge’s behalf. Section 2. The Council declares that an emergency exists because the application is due January 21; therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
