*Authorize Special Appropriation grant agreements with five cultural institutions in amount not to exceed $500,000 to support operating costs and growing infrastructure needs

The City of Portland ordains: Section 1. The Council finds: Five cultural institutions, The Japanese American Museum of Oregon, Lan Su Chinese Garden, Oregon Jewish Museum and Center for Holocaust Education, Portland Chinatown Museum, and Portland Saturday Market requested funding in the Fall BMP to support their operating costs and growing infrastructure needs. The city recognizes the need to support cultural institutions in downtown Portland that have faced economic uncertainty during the global pandemic with inconsistent revenue streams and growing infrastructure costs. On November 17, 2021, Council approved the fiscal year 2021-2022 fall supplemental budget which includes a one-time allocation of $500,000 to support Cultural Institutions. NOW, THEREFORE, the Council directs: The Director of the Bureau of Revenue and Financial Services is authorized to enter into agreements with the five organizations listed in Exhibit A for a total not-to-exceed amount of $500,000. In the event that any grantee becomes unwilling or unable to use City grant funds in a manner consistent with a grant agreement that is authorized by this ordinance, the Director is hereby authorized to terminate the grant agreement in accordance with its terms, and execute a new grant agreement with a different grantee provided that (1) the funding allocated for the new grant agreement is equal to the amount of unspent funds allocated by this ordinance for the terminated agreement, and (2) the scope of work stated in the new agreement is substantially the same as the scope of work in the terminated agreement. The Mayor and City Auditor are hereby authorized to pay for the grant agreements from the Special Appropriations FY22 Supplemental Budget allocation. Section 2. The Council declares that an emergency exists because a delay in approving the ordinance would jeopardize the ability of the City to fund these vital programs in a timely manner; therefore, this Ordinance shall be in full force and effect from and after its passage by Council.
