*Authorize the Director of the Bureau of Emergency Management to execute 2021 Community Resilience Project grant agreements in amount not to exceed $100,000

The City of Portland ordains: Section 1. The Council finds: The City of Portland Bureau of Emergency Management is the Lead Administrative Agency for the Regional Disaster Preparedness Organization (RDPO) and serves as the Grant Administrative Agency and fiscal agent for grant and other funds contributed to, awarded to, or otherwise managed by the RDPO. The RDPO is a partnership of organizations in the Portland Metropolitan Region working together to build and maintain regional all-hazards disaster capabilities. RDPO Core Members (Clackamas, Columbia, Multnomah and Washington counties in Oregon, and Clark County in Washington, the cities of Portland, Hillsboro, Beaverton and special districts Metro, TriMet and the Port of Portland) make annual funding contributions to maintain its programs and administration services – these funds are referred to as the RDPO locally contributed funds. The RDPO Steering committee approved $100,000 in RDPO locally contributed funds be allocated to the 2021 Community Resilience Project. The goals of this project are to provide community-based organizations with funding to support the development or enhancement of trainings, tools, and/or plans; provide organizational development; and/or develop other resources to enhance their capacity as critical partners before, during, and after disasters. Funding for the 2021 Community Resilience Project is supported by RDPO locally contributed funds. There are enough funds available to support these community-based grants. A community-based task force is conducting a two-phase selection process for awarding funds. 27 organizations submitted application for the funding Opportunity with a total of $653,230 in proposals submitted. It is expected that seven organizations will receive not-to-exceed $25,000 awards with work expected to start in January 2022 (Exhibit A). The Portland Bureau of Emergency Management is seeking authority to issue community-based grants based on the recommendations provided by the community-based task force referred to above, and the RDPO Steering Committee. NOW, THEREFORE, the Council directs: The Director of the Portland Bureau of Emergency Management is authorized to execute grant agreements in a total amount not-to-exceed $100,000 for the 2021 Community Resilience project selected awardee organizations. The Director of the Portland Bureau of Emergency Management is authorized to execute grant amendments. Any amendments that increase the City’s risk or financial obligation must be approved by the City Council. Section 2. The Council declares that an emergency in order to avoid harmful delay in funding emergency preparedness programs; therefore, this Ordinance shall be in full force and effect from and after its passage by Council.
