The City of Portland ordains: Section 1. The Council finds: The Bureau of Emergency Communications (BOEC) and the Portland Police Association (PPA) are parties to a collective bargaining agreement (CBA) effective July 1, 2019 to June 30, 2023. On March 8, 2020 Oregon Governor Kate Brown declared a State of Emergency in response to the increasing concerns with COVID-19 within the state. The State of Emergency has created an increase in call volume for BOEC Dispatchers requiring more employees to work overtime, both voluntary and forced. BOEC seeks to recognize employees who have frequently worked overtime since the Governors declaration. BOEC, and the PPA agree that, retroactive to July 1, 2021 employees that work seventy five (75) hours of floor overtime, voluntary or forced, in a fiscal year shall earn a bonus of five hundred ($500) dollars per fiscal year. Employees that work one hundred fifty (150) hours of overtime, voluntary or forced, in a fiscal year, shall earn an additional bonus of five hundred ($500) dollars per fiscal year. The maximum amount an employee may earn as an overtime bonus in a fiscal year is one thousand ($1,000) dollars. Employees who earn an overtime bonus will receive the bonus in the second (2nd) pay period following the date the bonus is earned. This agreement shall expire on June 30, 2022, unless extended by mutual agreement. NOW, THEREFORE, the Council directs: The Director of the Bureau of Human Resources is authorized to enter into a Letter of Agreement, Exhibit A, between BOEC, and the PPA.
