Amend fee schedule associated with Fire regulations (Amend Portland Policy Document FIR-12.01)

The City of Portland ordains: Section 1. The Council finds: Portland Fire & Rescue (PF&R) charges fees for permits, code enforcement inspections, fire reports and miscellaneous services to recover partial costs for PF&R Prevention and Emergency Operations programs. The Fee Schedule is in Portland Policy Document FIR-12.01. With the rising costs to deliver services, PF&R must increase and add new fees to meet cost recovery goals. BDS is proposing an increase in the hourly fee for the Facilities Permit Program (FPP) to $243 per hour, effective July 1, 2021. PF&R partners with BDS in the FPP program and typically charges the same fee for similar work. The limited consultation fee increases from $75 to $150 per hour. A new Solar Panel fee of $50 added to single family residential review. Exhibit A is a copy of the current fee schedule with all proposed fee changes in red. NOW, THEREFORE, the Council directs: Fire regulation fee schedule is hereby amended as shown in Exhibit A and shall be effective July 1, 2021, or as authorized by previously adopted ordinance or resolution. Exhibit A is binding City policy.
