The City of Portland ordains: Section 1. The Council finds: In 2011 The Portland Housing Bureau (PHB) contracted with Housing and Development Services, Inc. (HDS) to provide a Hosted Affordable Housing and Development Core Software System. HDS provides a centralized software solution for PHB’s business requirements and a single repository for storage and analysis of program data. This contract amendment ensures PHB will retain uninterrupted access to HDS hosted services and ongoing maintenance of the software system for a five-year term. PHB relies on HDS software all functions of its multifamily and single-family development programs, loan servicing and portfolio reporting and compliance functions. The total requested by amendment to the Contract is $ 1,013,457.02 , and funds are available for a five-year term beginning in FY 21/22 through FY 25/26. NOW, THEREFORE, the Council directs: The City’s Chief Procurement Officer is hereby authorized to execute a contract amendment, substantially in accordance with Exhibit A, increasing contract value by $1,013,457.02 , for a new total of $3,044,115.18 and extending the contract to October 5, 2026. Section 2. The Council declares that an emergency exists because the current agreement expires October 5, 2021, therefore, this ordinance shall be in full force and effect from and after its passage by Council.
