*Accept and appropriate a grant in the amount of $20,000 from AARP for the 2021 Community Challenge Grant and authorize the Director of the Bureau of Planning and Sustainability to execute an agreement for amount not to exceed $5,000 with a local artist to create a mural

The City of Portland ordains: Section 1. The Council finds: AARP has notified the City of Portland that it has been awarded a 2021 Community Challenge grant in the amount of $20,000. This grant furthers several of the Community Involvement Goals in the 2035 Comprehensive Plan: partnerships and coordination, community capacity building, agency capacity building, representation, and early involvement. The total grant budget is $20,000, which will be incorporated into the BPS FY 2021-22 budget under grant number PN000100. The grant budget includes $6,500 in personnel costs for approximately 0.07 FTE for the age-friendly program manager and $13,500 for other expenses. BPS will manage the project in consultation with AARP, AARP Oregon, and community partners involved in outreach and recruitment. NOW, THEREFORE, the Council directs: The Director of the Bureau of Planning and Sustainability (Director) is authorized to execute a grant agreement with AARP in the amount of $20,000 for the Age-Friendly City program in a form similar to Exhibit A and to execute an agreement with a local artist in an amount not to exceed $5,000 for the creation of a mural. The FY 2021-22 budget is hereby amended as follows. BPS will incorporate $20,000 in grant revenue into the Age-friendly City program budget. GRANT FUND Fund: 217 Business Area – PN00 BPS and the Office of Management & Finance Grants Division are authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required grant documents on the Director’s behalf. The BPS Director is authorized to execute amendments to the Agreement, provided such modifications do not increase the City’s financial obligation or risk. Any modifications that increase the City’s financial obligation or risk must be authorized by the City Council. To the extent it applies, the City Council waives the competitive application process required in FIN 2.04-Budget. Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
