*Authorize competitive solicitations and price agreements to procure on-call construction-related services for amount not to exceed $11 million

The City of Portland ordains: Section 1. The Council finds: The Division of Asset Management Facilities Services (Facilities) seeks Council’s authorization for Procurement Services to issue four (4) competitive solicitations and execute up to eleven (11) price agreements for the following on-call construction-related services: Building Alteration and Repair – up to three (3) agreements Roofing – up to three (3) agreements Mechanical – up to three (3) agreements Electrical – up to two (2) agreements The estimated cost of construction services mentioned in paragraph 1 above is up to $1,000,000 per price agreement. The Division of Asset Management, Facilities Services recommends authorization of price agreements to allow for the purchase of on-call construction related services. NOW, THEREFORE, the Council directs: The Chief Procurement Officer is authorized to facilitate competitive solicitation processes in accordance with City code for purposes described in section 1. Upon the Council’s acceptance of the Chief Procurement Officer’s Reports, the Chief Procurement Officer is authorized to negotiate and execute price agreements with the selected offerors, provided the price agreements have been approved as to form by the City Attorney’s Office. Section 2. The Council declares that an emergency exists to prevent delays in procuring construction-related services causing delays to projects; therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
