Amend Fire Regulations Code to adopt 2019 Oregon Fire Code with City amendments and remove gender specific language (amend Code Title 31)

The City of Portland ordains: Section 1. The Council finds: Resolution 37175 adopted the use of gender-neutral language in City policies. Gender specific language in Title 31 has been revised with gender-neutral language. The City of Portland is designated by the Oregon Fire Marshal as an exempt jurisdiction; therefore, Portland Fire & Rescue (PF&R) is responsible for administering fire regulations within its jurisdictional boundaries. The State of Oregon has adopted the 2019 Oregon Fire Code based on the International Fire Code, 2018 edition. The Portland Fire Marshal believes the Oregon Fire Code and International Fire Code with certain exceptions, provides adequate regulation, that its adoption will have little impact to the citizens of Portland, and there is benefit to having a uniform regulatory environment throughout the State. The Portland Fire Marshal believes that readers of the adopted fire code would benefit by rewording and reformatting selected text. NOW, THEREFORE, the Council directs: Code Title 31 Fire Regulations is revised as shown in Exhibit A. City of Portland amendments to the Oregon Fire Code are hereby adopted as shown in Exhibit B.
