Authorize Bureau of Transportation to enter an agreement with Hamilton Bike Share, Inc. to donate surplus bike share equipment

The City of Portland ordains: Section 1. The Council finds: On September 9, 2020 BIKETOWN, the city’s bike-share system, re-launched with new electric-assist bicycles, increasing the fleet size to 1,500 and expanded the service area to 32 square miles. At the time, PBOT owned nearly 750 pedal-only BIKETOWN bikes from the original system. It is too costly to adapt and maintain the pedal only bikes along with the electric-assist bikes, creating a need for a new use for the pedal only bikes from the original system. The bikes have complicated propriety parts which would make it very difficult for people to use them individually, or even for small organizations to adapt them for use. They are designed and built specifically to support bike-share operation and are best suited for that purpose. ODOT, which administered the federal funds that helped purchased the original system, provided approval to PBOT to donate the original bicycles and parts to another party. PBOT developed baseline criteria for donating the original pedal only bikes, which focus on supporting bike-share in other communities and minimizing public costs to the city of Portland. In December 2020, PBOT convened a meeting with approximately a dozen parties, including ODOT, several Oregon municipalities, and other organizations to discuss interest in the original pedal only BIKETOWN bikes. PBOT continued to work with ODOT and their consultant Cascadia Mobility to further explore this interest in Oregon. The parties identified Hamilton Bike Share, Inc. in Hamilton, Ontario, Canada as willing and viable recipients. PBOT will donate approximately 100 bicycles to Hamilton Bike Share, Inc. under the authority granted bureaus in city code 5.36.010. The City of Hamilton, Ontario currently uses bikes with the same equipment in their bike-share system and expressed a willingness to accept and utilize the original pedal only BIKETOWN bikes. NOW, THEREFORE, the Council directs: That the Bureau of Transportation is hereby authorized to enter an agreement in a form substantially similar to Exhibit A attached to this ordinance with Hamilton Bike Share, Inc. to donate the surplus bike share equipment.
