Amend Intergovernmental Agreement with Multnomah County Department of Community Justice for an additional $375,000 to hire at-risk youth for outdoor maintenance and landscape services (amend Contract No. 30005637)

The City of Portland ordains: Section 1. The Council finds: The Portland Water Bureau, as part of its operational plan, hires seasonal workers to supplement existing resources to address temporary, fluctuating workloads. The Portland Water Bureau has worked with the Multnomah County Department of Juvenile Justices' Project Payback Program (Program) successfully for many years. The Program provides on-the-job training including developing good work habits for at-risk youth while providing continuing maintenance of Portland Water Bureau grounds sites. The Portland Water Bureau entered into Intergovernmental Agreement No. 30005637 via Ordinance 188239 passed February 15, 2017. The Agreement is scheduled to expire June 30, 2021. Multnomah County and Portland Water Bureau will continue their partnership of the Program by entering into an amendment to the current Intergovernmental Agreement with Multnomah County Department of Community Justice for an additional five-year term. It is in the interest of the Multnomah County Department of Community Justice and Portland Water Bureau to execute this amendment as quickly as possible in order to secure the mutual benefits that it provides. The amendment will add an additional $375,000 to the I ntergovernmental Agreement . The amended total of the Intergovernmental Agreement will be $750,000. Funding in the amount of $75,000 is available in the Fiscal Year (FY) 2021-22 Budget. Funds of $300,000 will be requested in FY 2022-23 through FY 2025-26 Budgets. NOW, THEREFORE, the Council directs: The Portland Water Bureau Director is authorized to execute on behalf of the City an amendment to Intergovernmental Agreement No. 30005637 with Multnomah County Department of Community Justice in the amount of $375,000 substantially in accordance to the amendment attached as Exhibit A. The amendment to the Intergovernmental Agreement authorized by this ordinance is subject to approval as to form by the City Attorney's Office. The Mayor and Auditor are hereby authorized to draw and deliver checks chargeable to the Water Fund when demand is presented and approved by the proper authorities.
