The City of Portland ordains: Section 1. The Council finds: The Portland Police Bureau participates with various local partner agencies to address a variety of public safety and justice issues that confront the community, which includes certain services required by individuals subjected to the cycle of violence and victimization associated with commercial sex trafficking. The City gave a grant to LifeWorks NW (LNW) to support their New Options Program, formerly known as New Options for Women (NOW) Program. This Program provides trauma-informed care to individuals in Portland to help them exit the sex industry; and The City wishes to amend existing Grant Agreement No. 32001416 with Lifeworks NW to add $110,000 to the threshold for the New Options Program. This will alter the Grant Agreement to align it with the Fiscal Year 2021-22 appropriations for the Program. NOW, THEREFORE, the Council directs: The Chief of Police is authorized to execute an amendment to Grant Agreement No 32001416 between the Police Bureau and LNW as outlined in a substantially similar form as outlined in the attached Exhibit A. The Chief of Police and the Program Manager are authorized to execute subsequent amendments to the scope of services or the terms and conditions of the Grant Agreement, provided the changes do not increase the amount of grant funding or increase the City’s financial risk.
