The City of Portland ordains: Section 1. The Council finds: The U.S. Department of Housing and Urban Development (HUD) requires entitlement jurisdictions to submit a five-year Consolidated Plan, one-year Action Plans and an update to Fair Housing Assessment and/or Analysis of Impediments report. The City of Portland (City) is designated the coordinator of the preparation and amendment of the Consortium's multi-year Consolidated Plans, annual Action Plans, update to Fair Housing Assessment and/or Analysis of Impediments to Fair Housing, and Citizen Participation Plan. Multnomah County (County) and City of Gresham (Gresham) compensate the City for this service. County and Gresham again desire to enter into an agreement with the City, for the four upcoming annual Action Plans associated with the Consolidated Plan 2021-2015, the next five-year Consolidated Plan, an update to Fair Housing Assessment and/or Analysis of Impediments to Fair Housing, and other plans and performance reports as requested of the Consortium by HUD. NOW THEREFORE, the Council directs: The Portland Housing Bureau Director is hereby authorized to enter into intergovernmental agreements with Multnomah County and the City of Gresham, substantially in accordance with the agreements attached as Exhibit A and Exhibit B respectively. The Mayor and City Auditor are hereby authorized to receive annual payments in the amount of $5,000 each from the County and from Gresham. Section 2. The Council declares that an emergency exists because the program funds must be obligated within required timeframes; therefore, this ordinance shall be in full force and effect from and after its passage by Council.
