The City of Portland ordains: SECTION 1. The Council finds: In accordance with the Intergovernmental Agreement No. 30007797, a portion of the U.S. Housing and Urban Development HOME grant is attributable to Gresham's participation in the Consortium, and Gresham is entitled to plan for the expenditure of such funds. There is a total of $1,114,052 in HOME funds available to Gresham in the Portland Housing Bureau (PHB) budget, comprised of $617,606 in FY 2021-22 Gresham HOME funds, $143,629 in FY 2021-22 Multnomah County HOME funds, and $352,817 in carryover funds. The City of Gresham will implement a portion of the HOME Program in the amount of $1,079,797. The balance of Gresham’s HOME Program funding, $34,255, will be administered by the City of Portland. Funds for this agreement are available in the approved FY 2021-22 Budget for HOME funds. NOW, THEREFORE, the Council directs: The PHB Director and Auditor are hereby authorized to enter into an agreement with City of Gresham for the City of Gresham's HOME Investment Partnership Program in a form substantially in accordance with the agreement attached as Exhibit A. The PHB Director is hereby authorized to amend the IGA when applicable. Section 2. The Council declares that an emergency exists because the program funds must be obligated within required timeframes; therefore, this ordinance shall be in full force and effect from and after its passage by Council.
