The City of Portland ordains: Section 1. The Council finds: The City entered into Contact No. 30004006 on October 10, 2014 with Schweers Technology to provide an electronic parking enforcement citation solution for enforcement of parking regulations. Sufficient funding has been budgeted for this extension. The City has set aside $510,000 to extend the Schweers Parking Enforcement Technology contract. Contract No 30004006 has a ‘not to exceed price’ of $1,707,073.01, the addition of $510,000 covers the amount needed for current operational needs, two (2) more years of ongoing operations, and the cost of replacement/modernization of the current handheld devices. Adding $510,000 increases the contract’s maximum not to exceed price to $2,217,073.01. The Bureau's level of confidence in the cost estimates for this project is high. NOW, THEREFORE, the Council directs: That the Chief Procurement Officer is hereby authorized to amend and extend contract number 30004006 with Schweers Technology in a form similar to the amendment attached as Exhibit A. Section 2. The Council declares that an emergency exists because the current contract has insufficient funds and needs to be extended for 2 years in order to ensure uninterrupted enforcement of the City’s parking codes and regulations. The extension funds software licenses, hardware maintenance, software support, citation paper, software adjustments and items for citation handheld writers used by all parking enforcement staff; therefore , this Ordinance shall be in full force and effect from and after its passage by the Council.
