*Amend grant agreements from the FY 2021 Community Watershed Program to be completed in FY 2022 (amend Contract Nos. 32002345, 32002347, 32002349, 32002354, 32002365, 32002369, 32002371, and 32002447)

The City of Portland ordains: Section 1. The Council finds: The Portland City Council adopted the Clean River Program on April 6, 1990. In 1995, the Bureau of Environmental Services developed the Community Watershed Stewardship Program (CWSP) to provide grant funds and technical assistance for community led watershed projects. On March 8, 2006, the Council adopted the 2005 Portland Watershed Management Plan which describes actions for watershed health including citizen led activities such as natural area revegetation, education, involvement and stewardship. On May 2, 2012, Council adopted resolution #36920, reaffirming the City’s commitment to watershed health. On September 9, 2020, City Council approved Ordinance #190105 to authorize grant awards for FY20-21: Lower Columbia Estuary Partnership-Blueprint Foundation On-Water Education and Monitoring Project, Portland Opportunity Industrial Center and Rosemary Anderson High School Student Crew Leader Training Program, African Youth & Community Organization Leadership Building in Johnson Creek, Outside In Native Plant Garden Hands-On Experience for Houseless Youth, Sacred Lands Alliance (TLC Farm) Land Restoration and Mentorship, Depave’s Centennial School District at Oliver Elementary and Bridger School, Camp ELSO’s Wayfinders Program, and Tryon Creek Watershed Council’s Mobile Training Program. Due to the COVID emergency, several grantees have requested timeline extensions to complete projects in fiscal year (“FY”) 21/22. This ordinance authorizes the Director of Environmental Services to amend agreements to extend into FY 22. NOW, THEREFORE, the Council directs: The Director of the Bureau of Environmental Services is authorized to amend agreements to complete the FY 21 Community Watershed Stewardship Grants. The Mayor and Auditor are hereby authorized to pay for the agreements from the Sewer System Operating Fund Budget. Section 2. The Council declares that an emergency exists because it is necessary to amend agreements prior to June 30, 2021; therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
