Authorize one-year extensions for seven grant agreements with youth servicing organizations in support of the Teen Collaborative initiative, for an additional per grant increase of $15,000 and a total increase of $105,000 for the seven grants (amend Contract Nos. 32001978, 32001979, 32001980, 32001981, 32001982, 32001984, 32001985)

The City of Portland ordains: Section 1. The Council finds: Beginning in 2015, as a part of an overall expansion of investment in Teen Programs, PP&R has entered into agreements with youth-serving organizations to provide pro-social activities for at-risk youth in safe and supportive environments. Ordinance 187884, passed July 6, 2016, authorized a prior set of grant agreements that supported programming for at-risk youth in partnership with PP&R. Ordinance 188969 passed May 30, 2019, authorized extension of those grant agreements and provided PP&R the opportunity to improve the overall process of soliciting and awarding grants and to improve access to grant funding opportunity and transparency. As committed to in Ordinance 188969, PP&R has reviewed and improved the overall process of soliciting and awarding grants. On February 24, 2019, Portland Parks and Recreation conducted a Request for Funding Application Process (RFP) for the Teens Collaborative Initiative (TCI) partnership. Through a competitive RFP in Fiscal year 2019-2020, seven youth service organizations were selected to provide pro-social, programming and activities to at-risk youth during out of school time. These organizations employed engagement strategies that allowed for youth to develop more positive interactions and will provided activities that support leadership and skill development as well as academic support. Council authorized the seven two-year grant agreements with the approval of Ordinance 189547 on June 5, 2019. For Fiscal Year 2019-2020, the aggregate amount of grant funding that was allocated to the seven organizations did not exceed $280,000 in the aggregate per year. Each organizational grant did not exceed $40,000. The specific aggregate grant funding amount was sought in the FY 2019-2020 budget process. For Fiscal Year 2020-2021, the aggregate amount of grant funding allocated to the seven organizations will did not exceed $280,000 in the aggregate, with each organization grant not to exceed $40,000. The availability of grant funds for Fiscal Year 2020-2021 was determined later during the budget process. Portland Parks & Recreation proposes to extend the Teen Collaborative Grants for FY 2021-2022. Due to the impacts of COVID-19, the grantees have been unable to fully execute the obligatory agreements of the grant. Extending the grants will allow for more time to connect and fulfill grant obligations to the youth and Portland Parks and Recreation. The additional funding allocation to the TCI partners would support intentional outreach to BIPOC and immigrant youth. The seven youth service organizations will circulate Portland Parks and Recreation marketing materials and support families of youth with registration sites, and for summer camps, supporting outreach activities and youth centered programming and youth seasonal employment opportunities by co-hosting registration and community job fair events, which will help to support Portland Parks & Recreation’s mission of diversifying and increasing access to summer employment. Portland Parks & Recreation proposes to authorize one-year extensions for the seven grant agreements with the Teen Collaborative Initiative, for an additional per grant increase of $15,000 and a total increase of $105,000, in aggregate not to exceed $735,000. Grant funds should be allocated to the selected seven organizations for the term of their grant agreements in accordance with amendments in that specify the Scope of Work and Budget of the projects. NOW, THEREFORE, the Council directs: The Director of Portland Parks & Recreation is authorized to execute one-year extensions to the grant agreement s with: Portland Opportunities Industrialization Center (POIC). Immigrant & Refugee Community Organization (IRCO) – Africa House. Latino Network. Native American Youth and Family Center (NAYA). Elevate Oregon. New Avenues for Youth; and Self-Enhancement, Inc. (SEI). and to increase grant funding in the amount of $15,000 for each grant (total of $105,000 for all seven grants) for FY 2021-2022, upon review and approval as to form by the City Attorney. B. The Mayor and City Auditor are hereby authorized to pay the grant funds from whatever funds are currently available in the PP&R’s budget for FY 2020-2021.
