*Amend contract with Priority Dispatch Corporation to implement emergency medical, fire, and police call taking protocols to extend the term four additional years for a total not to exceed amount of $2,372,748 (amend Contract No. 30006755)

The City of Portland ordains: Section 1. The Council finds: On September 10, 2018, the City of Portland began a competitive Request for Proposals (RFP) process to select a contractor to implement emergency medical, fire and police call taking protocols, which would integrate with the City’s Computer-aided Dispatch (CAD) System. On November 15, 2018, the City awarded Priority Dispatch Corporation (PDC) a Contract to implement the Priority Dispatch System (PDS) subsequent to the competitive RFP process. Contract No. 30006755 with PDC was made effective August 1 st , 2019, the Initial Term was one (1) year, with the option to extend for nine (9) additional years. The total not-to-exceed value of the Contract for the Initial Term was $809,847, which included funding for the initial implementation, training, support, and maintenance for one (1) year. accordance with Exhibit A -Contractors Price. On April 1, 2020, Amendment No. 1 exercised the first option year to extend the Term from July 31, 2020 to July 31, 2021. The extension did not change the not-to-exceed value. All other terms and conditions of the Contract remained unchanged by the Amendment. On May 1, 2020, Amendment No. 2 increased the not-to-exceed amount by $70,570, which resulted in a new total not-to-exceed amount of $880,417, to purchase additional software licenses and training. All other terms and conditions of the Contract remained unchanged by the Amendment. On May 18, 2021, BOEC implemented the medical and fire protocol elements of the Priority Dispatch System. The Contract will expire on July 31, 2021. BOEC is requesting to extend the Term an additional four (4) years, which will include implementation of the remaining elements of the Priority Dispatch System, including implementation of police protocols, dispatcher training, support and maintenance for the PDS. The not-to-exceed amount of the Contract will be increased by $1,492,331, for a revised total not-to-exceed amount of $2,372,748. The revised total not-to-exceed amount includes: (a) all Products as described in Exhibit A attached to the original Contract ($2,147,008), (b) all Products as described on Exhibit A.1 attached to the original Contract, Contractor’s Quote No. Q-47581 for Year 1 through Year 5 ($128,170), and (c) additional funds to cover the cost of increasing the original quantities of select line items (reference attached exhibit to this Ordinance, titled “Exhibit A”, Sample City of Portland, Amendment 3 to Contract No. 30006755”). The PDS system is a highly visible public safety system that BOEC and public safety agencies throughout Multnomah county depend upon to safely and reliably prioritize and provide life-saving instructions and information to the community and emergency service responders. NOW THEREFORE, The Council directs: The City’s Chief Procurement Officer is authorized to execute an amendment substantially similar in form to the draft amendment attached to this Ordinance as Exhibit A (Sample City of Portland Amendment 3 to Contract No. 30006755), which extends the contract duration an additional four (4) years, and adds $1,492,331 to the Contract for a new total not-to-exceed amount of $2,372,748, provided the Amendment has been approved as to form by the City Attorney’s Office. The Mayor and City Auditor are hereby authorized to pay for the contract from BOEC Emergency Communications Fund 202000. Section 2. Council declares that an emergency exists because delaying the extension would prohibit the use of the newly implemented emergency triage system that call takers use to appropriately triage medical and fire calls for service; therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
