The City of Portland ordains: Section 1. The Council finds: The State of Oregon established a State Revenue Sharing Program through the enactment of Senate Bill 11 by the 1977 Oregon Legislative Assembly. Pursuant to ORS 221.770 the City must elect to receive the State Revenue Sharing Program funds and must notify the State of Oregon, Department of Administrative Services of said election. NOW, THEREFORE, the Council directs: The City Budget Office is hereby authorized to notify the State of Oregon, Department of Administrative Services that pursuant to ORS 221.770, the City hereby elects to receive State Revenue Sharing funds for FY 2021-22. The actions electing to receive State Revenue Sharing funds contained in this ordinance are binding City policy. Section 2. The Council declares that an emergency exists because the City is required to elect to receive State Revenue Sharing funds for FY 2021-22 before the start of the fiscal year on July 1, 2021; therefore, this ordinance shall be in full force and effect from and after its passage by Council.
