*Amend grant agreement with the Portland African American Leadership Forum to add $130,000 to provide further support for community capacity-building and community-led workshops (amend Agreement No. 32002083)

The City of Portland ordains: Section 1. The Council finds: The City recognizes that effective anti-displacement and equitable development strategies must reflect the needs of communities who have experienced historic, repeated displacement and those experiencing instability. COVID-19’s disproportionate impact on BIPOC communities has stretched community-based organizations working with frontline communities particularly thin, in terms of both capacity and funding. Grant Agreement No. 32002083, dated May 27, 2020 between the Portland African American Leadership Forum (PAALF) and the City of Portland authorized $180,000 to support a community-based organizer and sub-grants for community organizations, to facilitate the engagement and inclusion of organizations with limited capacity and funding. This amendment will fund $90,000 for a second community-based organizer, needed to focus on building grassroots organizing capacity, create learning opportunities for coalition members, and expand the coalition’s development and fundraising capacity. This amendment will fund $40,000 to support a series of public workshops on displacement being co-designed and created by BPS and the Anti-Displacement Coalition. Funds will support facilitation, inclusive planning, interpretation and translation services, subject matter expertise and other technical support. $90,000 of this grant was allocated to BPS in the 2021 Spring Budget Monitoring Process as salary savings resulting from BPS staff activation at the City’s Emergency Coordination Center in response to the COVID-19 pandemic. $30,000 of this grant was allocated to BPS as part of the FY20-21 Planning program budget. $10,000 of this grant is from funds allocated to the BPS Equity Program. NOW, THEREFORE, the Council directs: The Director of the Bureau of Planning and Sustainability (Director) is hereby authorized to amend agreement no. 32002083 with PAALF, in a form substantially similar to the Amendment 2 attached as Exhibit A and approved by the City Attorney. Funds for this agreement have been appropriated in FY 2020-21 and the Mayor and Auditor are hereby authorized to pay for this agreement chargeable to Bureau of Planning and Sustainability Cost Objects PNCP000001 ($90,000), 9PN00000070 ($30,000), and 9PNEQ0000001 ($10,000). The Director is authorized to execute on behalf of the City amendments to this agreement that change scope, schedule, and budget, but the Director may only execute amendments that increase the City's funding obligation if the City Council approves the grant funding increase through an appropriation ordinance. To the extent it applies, the City Council waives the competitive application process required in FIN 2.04-Budget. Section 2. The Council declares that an emergency exists to avoid harmful delay that would prevent PAALF from providing critical anti-displacement and equitable development services to the community . Therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
