The City of Portland ordains: Section 1. The Council finds: In 2016, the City entered into Contract No. 30005306 with SAP Public Services, Inc. for Cloud Services for the City’s Enterprise Business System (EBS). The contract with SAP provided for comprehensive, integrated cloud services and supports essential citywide Human Resource business functions such as the Learning Management System, Onboarding, and Performance and Goals Management. Included in this contract are Learning Hub subscriptions to support SAP online training for the Bureau of Technology Services, Enterprise Business Solutions team. Contract No. 30005306 will reach the end of its initial term on June 30, 2021 and will be renewed for one year through June 30, 2022. This ordinance authorizes adding funding to Contract No. 30005306 in the amount of $293,000 for a new total not-to-exceed value of $1,444,810.70 to fund the subscription charges outlined below through June 30, 2022 to support the City’s SAP Cloud Services. The breakdown of the amendment in the amount of $293,000 is: ​​​ Learning Management - $113,410 Onboarding - $44,855 Performance and Goals Management - $111,045 Learning Hub Training Subscriptions - $23,690 Expenditures for this amendment shall be funded by EBS’ existing budget appropriations, with no additional or new appropriations required, unless adjustments are part of the normal budgetary change and adjustment process, including any required Council approvals. NOW, THEREFORE, the Council directs: The City's Chief Procurement Officer is hereby authorized to execute an Amendment to Contract No. 30005306 with SAP Public Services, Inc, to increase the not-to-exceed value of the Contract by $293,000 for a new total not-to-exceed value of $1,444,810.70, provided the Amendment is approved as to form by the Office of the City Attorney. The Mayor and City Auditor are hereby authorized to pay for the contract from Technology Services Fund 706. Section 2. The Council declares that an emergency exists in order to execute the amendment prior to the expiration date; therefore, this ordinance shall be in full force and effect from and after its passage by Council.
