*Authorize a three-year Intergovernmental Agreement with Portland State University to partner on projects and planning related to emergency management not to exceed $500,000

The City of Portland ordains: Section 1. The Council finds: The Portland Bureau of Emergency Management’s (PBEM) purpose is to centralize leadership and coordination of emergency management. To achieve its mission, PBEM must rely on research and data, and build strong partnerships in the community and between and among bureaus. Portland State University (PSU) and PBEM have a mutual interest in advancing research and partnerships, and a history of partnering on planning and resilience projects, and in leveraging philanthropic funding to enhance the partnership with PBEM. PSU is committed to exploring how to best “Let Knowledge Serve the City,” and has a long history of orienting its educational, outreach, and discovery missions to benefit Portland. PBEM is interested in entering into an Intergovernmental Agreement (IGA) with PSU to provide research, technical assistance, data collection and analysis, planning, and facilitation services. PBEM would provide funding to PSU at the Bureau’s own discretion and dependent on its priorities and available funding. Under this agreement, PSU and PBEM will engage in projects according to Task Orders that specify a scope of work, deliverables and compensation. The established cost is not to exceed $500,000 over a three-year period. NOW, THEREFORE, the Council directs: The Director of PBEM is authorized to enter into an IGA with Portland State University in a form substantially in conformance with the agreement attached as Exhibit A. The Director of PBEM is authorized to execute subsequent amendments to the IGA that do not increase the City’s performance obligations or financial risk. Section 2. The Council declares that an emergency exists because fiscal year-end deadlines require PBEM to proceed with the first task order quickly; therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
