*Amend grant agreement with Unite Oregon to provide $30,000 in additional grant funding to support community engagement for the Unite East Portland Project (amend Agreement No. 32002362 )

The City of Portland ordains: Section 1. The Council finds: 1. Council passed Ordinance No. 190271 on January 27, 2021, to accept and appropriate a grant in the amount of $75,000 from Metro for the Unite East Portland Project, authorize an Intergovernmental Agreement, and authorize the Director of the Bureau of Planning and Sustainability to execute a grant agreement in the amount of $75,000 with Unite Oregon . 2. The Unite East Portland Project will provide a basis for an updated planning framework for East Portland that is informed and centered on the needs and aspirations of the area’s communities of color, who are a large proportion of this area’s population and have often not benefited from past City projects and investments. 3. The full grant amount of $75,000 was authorized to be provided to the Center for Intercultural Organizing (“Unite Oregon”) to lead the Unite East Portland Project’s community engagement and to fund the participation of smaller community organizations, stipends for participants, and translation and interpretation services in order to ensure the project reaches as diverse a population as possible. Unite Oregon was a partner in the Metro grant application and was selected to lead the project’s community engagement because of its experience in engaging and organizing people of color and immigrants. 4. The Portland Bureau of Planning and Sustainability (“BPS”) will provide an additional amount of $30,000 to Unite Oregon to enable it to engage a larger number of community based organizations and additional community members and language groups in order to reach a larger portion of the East Portland community . NOW, THEREFORE, the Council directs: a. That the Bureau of Planning and Sustainability Director (“BPS Director”) is hereby authorized to amend Grant Agreement No. 32002362 with Unite Oregon in a form substantially similar to the Amendment 1 attached as Exhibit A and approved to form by the City Attorney . b. Funds for this amended grant agreement have been appropriated in the FY 2020-21 Spring Budget Monitoring Process , and the Mayor and Auditor are hereby authorized to pay for this amended grant agreement. c. The BPS Director is authorized to execute additional amendments to Grant Agreement No. 32002362, provided such modifications do not increase the City’s financial obligation or risk. Any modifications that increase the City’s financial obligation or risk must be authorized by the City Council. d. The City Council waives the competitive application process required in FIN 2.04 – Budget. The Unite East Portland Project community engagement requires a community organization that has existing and deep relationships and understanding of communities of color and immigrants in East Portland. Unite Oregon is uniquely positioned to carry out this work. Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
