*Amend grant agreement with Parkrose NPI to provide $15,000 in additional grant funding to support community engagement for the Parkrose Neighborhood Action Plan (amend Agreement No. 32002372)

The City of Portland ordains: Section 1. The Council finds: 1. Council passed Ordinance No. 190178 on October 28, 2020, to accept a Transportation and Growth Management (TGM) grant in the amount of $140,000 from the Oregon Department of Transportation for the Parkrose Neighborhood Action Plan and authorize an Intergovernmental Agreement. 2. Council passed Ordinance No. 190317 on March 10, 2021 to authorize the Director of the Bureau of Planning and Sustainability to execute a grant agreement in the amount of $50,000 with Parkrose NPI to undertake the Parkrose Neighborhood Action Plan’s community engagement and to fund the participation of smaller community organizations and provide stipends for participants. Parkrose NPI was selected to lead the project’s community engagement because of its experience in working with the Parkrose area’s diverse communities and stakeholders and its extensive community organizing and economic development efforts involving local residents, businesses, community groups, and public institutions. 3. The Parkrose Neighborhood Action Plan will address a range of transportation and land use issues that affect the Parkrose community’s long term safety and stability, including safety along Sandy Boulevard, housing and displacement, jobs and small businesses, community spaces, and emergency preparedness, with a focus on the needs and aspirations of the area’s communities of color. 4. The Portland Bureau of Planning and Sustainability (“BPS”) will provide an additional amount of $15,000 to Parkrose NPI to enable it to expand its community engagement to reach a larger portion of the Parkrose community . NOW, THEREFORE, the Council directs: a. That the Bureau of Planning and Sustainability Director (“BPS Director”) is hereby authorized to amend Grant Agreement No. 32002372 with Parkrose NPI in a form substantially similar to the Amendment 1 attached as Exhibit A and approved to form by the City Attorney . b. Funds for this agreement are a carryforward from the FY 2019-20 budget and the Mayor and Auditor are hereby authorized to pay for this agreement chargeable to BPS Cost Object 9PN000000126. c. The BPS Director is authorized to execute amendments to Grant Agreement No. 32002372, provided such modifications do not increase the City’s financial obligation or risk. Any modifications that increase the City’s financial obligation or risk must be authorized by the City Council. d. The City Council waives the competitive application process required in FIN 2.04 – Budget. The Parkrose Neighborhood Action Plan community engagement requires a community organization that has existing and deep relationships and understanding of communities of color in the Parkrose community. Parkrose NPI is uniquely positioned to carry out this work. Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s work that is dependent on the grantee’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
