*Authorize grant agreements with six nonprofit organizations through the Diversity and Civic Leadership Program for $851,646 for the period July 1, 2021 through June 30, 2022

The City of Portland ordains: Section 1. Th e Council finds : The impact of COVID-19 on the City’s resources are unprecedented, unpredictable, and long lasting. Per Resolution No. 37487 adopted by City Council on May 20, 2020, the City’s responses to COVID-19 will be accountable and responsive to achieving the City’s equity and climate action goals. This grant agreement provides financial and limited staff assistance resources from the City of Portland Office of Community & Civic Life to six organizations for the purpose of supporting civic engagement services for under- engaged communities, with a focus on Black, Indigenous, people of color (BIPOC), and immigrants and refugees, through the Diversity and Civic Leadership (DCL) program. The goal of this grant agreement is to enhance civic engagement among BIPOC, immigrant, and refugee communities to improve community livability, public health and public safety, organizational capacity and self-empowerment at the community level. The six DCL organizations are critical partners working with Civic Life to implement concrete action steps organized around three interdependent goals: Increase community building and civic engagement opportunities for BIPOC, immigrant, and refugee communities working toward equitable outcomes for all Portlanders. Support communities in pursuing forms of governance that reflect their lived experience, values, and aspirations. Design cohort-based models for civic engagement in collaboration with bureaus to address city livability issues. Build connections across community and advocacy groups. Promote inclusive education, art and play. The outcome of DCL projects results in new community leaders having an expanded understanding of the City's governance structure, improved communications and expanded public involvement opportunities with City bureaus, and new partnerships between BIPOC community organizations, immigrant and refugee organizations, neighborhood district coalitions, and other community-based groups. In 2010, Ordinance 183853 initially authorized $373,550 total for grant agreements with Center for Intercultural Organizing (Unite Oregon); Latino Network; Immigrant Refugee Community Organization; Native American Youth and Family Center; and Urban League of Portland. This represented the merger of two discrete projects (the Diversity and Civic Leadership Academy and the Diversity and Civic Leadership Organizing Project) as the Diversity and Civic Leadership Organizing Program. These organizations were selected through a competitive Request for Proposals process through their respective programs. In 2012, Ordinance 185553 authorized $79,722 for each of these organizations for the period July 1, 2012 through June 30, 2013. From 2013 through 2019, these organizations received renewed funding through annual grant amendments. In 2016, Ordinance 187724 initially authorized $65,000 for a 6 th Diversity and Civic Leadership partner, Momentum Alliance, in the Fiscal Year 2015-16 budget. Momentum Alliance was selected through a competitive Request for Proposals process. From 2016 through 2019 Momentum Alliance received renewed funding through annual grant amendments. In 2020, Ordinance 190045 authorized a total of $851,646 for grant agreements with the six DCL partners for Fiscal Year 2020-21 A total of $851,646 in General Fund dollars is allocated in the Office of Community & Civic Life FY 2021-22 requested budget for distributing these grants as part of the Diversity and Civic Leadership Program. This total amount maintains the previous FY 2020-2021 allocation, reflecting the bureau’s Budget Advisory Committee and the Mayor’s budget guidance to prioritize communities most impacted by COVID and racial inequities. The Director is authorized to execute the grant agreements in a form similar to the grant agreement template attached as Exhibit A. C. The Mayor and City Auditor are hereby authorized to pay the grant funds from the General Fund. D. The competitive solicitation requirements in City Policy FIN-2.04 are waived as applied to the grant agreements authorized by this ordinance. Section 2. The Council declares that an emergency exists due to community service and funding disruptions caused by the COVID pandemic; therefore, this ordinance shall be in full force and effect from and after its passage by Council.
