Appoint Amy Vohs and Kristian McCombs to the Development Review Advisory Committee for terms to expire February 27, 2027

As Mayor, I request Council confirmation of the following appointments to the Development Review Advisory Committee, each for a first 3-year term. The Development Review Advisory Committee (DRAC) is a citizen advisory body representing those with interests in the outcome of policies, budgets, regulations, and procedures that affect development review processes. The DRAC is composed of 17 members representing different stakeholder groups, such as builders, developers, designers, and neighborhoods. I recommend two candidates for appointment. Appointment Membership Category 1st Full Term Amy Vohs Land Use Planning Professionals February 28, 2024 - February 27, 2027 Kristian McCombs Public Works Permit Customers February 28, 2024 - February 27, 2027 Amy Vohs biography: Amy is an architect based in Portland since 2006, specializes in long-range facility planning for local school districts, primarily working with public sector clients. She’s done work engaging diverse committees of students, parents, and educators to develop school facility plans, and navigates the land use process on most of her projects. Statement from Amy Vohs: I am excited to be part of behind-the-scenes work to improve any systems or processes that enhance permitting for all stakeholders. With my background in architecture and planning, jurisdictional processes can be cumbersome. I would love to be a part of providing some clarity for customers and make it easier to get projects through development review. Kristian McCombs biography: Kristian is a professional civil engineer and a senior member of Humber Design Group (HDG). She brings over 10 years of experience with the City’s public works and building permit processes. Kristian is well-versed in ongoing efforts to make improvements and has contributed to numerous affordable housing projects. She is also an actively participates on the DRAC public works subcommittee. Statement from Kristian McCombs: I’m excited to help advise on code changes and policies from a private development/public works viewpoint and to ensure fairness in their application. My goal would be to allow more affordable housing to be created so that everyone can live somewhere. Everyone deserves an opportunity to have somewhere to call home. Both Amy and Kristian will bring a fresh perspectives and voices to the DRAC, as well as years of experience working in Portland on affordable housing and school projects. With these appointments, all DRAC positions are filled. However, six members will be leaving DRAC in May 2024. Three positions are currently being recruited for, with plans for a second recruitment process starting in March to fill the remaining vacancies. I recommend that Amy Vohs and Kristian McCombs be appointed to the Development Review Advisory Committee for first terms.
